  • "Less well documented is Montague's early career up to 1898 and his non-political activities. A series of letter books (1897-1901) is excellent but unsupported by incoming letters. An incomplete series on the Carnegie Endowment for International Peace provides substantive information on that organization. His activities as trustee for both the Carnegie Institution of Washington and George Washington University, and as vice president of the Richmond Educational Association are almost unknown except for irregular meeting notices and responses. Only a few items indicate his membership and participation in the Virginia Peace and Arbitration League, the American Peace Society, and the Virginia Young Men's Christian Association. Routine administrative correspondence and some grade reports are the only records related to his teaching career at Richmond College."

After Montague's election to Congress in 1912, the papers have suffered considerable loss. However, his files on the Trading With The Enemy Act (1917) and the Cramton Bill for establishing a national colonial park in the Jamestown-Yorktown-Williamsburg area (1930) are especially informative."
