"This report has attempted to achieve two goals: "...review national and international literature in order to understand the conceptual framework linking good housing and non-shelter outcomes (NSOs), and to examine the methodologies and indicators, which have been developed/used to measure these relationships." "...propose a statistically robust methodology for measuring CMHC identified non-shelter outcomes of good housing." With respect to the first goal, an extensive literature review identifies a viable theoretical framework for defining good housing based on four dimensions--the house, the home, the neighbourhood, and the community. It examines the NSOs that, in previous work, have been linked to good housing and discusses these outcomes in detail, proposing applicable and conceptually sound measures. Finally, this paper identifies the relationships between housing and NSOs that have been substantiated in the literature. In support of the second goal--the development of robust methods for measuring non-shelter outcomes of good housing--the study examines data sources that could support the analysis of the causal relationship between good housing and NSOs."
