The role of the Port of Beirut in the Lebanese economy : past performance and future development
The objectives of this thesis are: 1. To assess the economic role of the port of Beirut before the war with special emphasis on its competitive position vis-a-vis other ports in the region, and to highlight the role of the port of Beirut in the Lebanese economy today. 2. To examine the current plans for rehabilitation and development of the port from standpoint of trade promotion through sea transport. 3. To evaluate the organizational structure and administration of the port of Beirut as well as to explore alternative cost-effective schemes in order to improve efficiency in operation. The reconstruction program that is being executed aims at increasing the rate of imports and exports that could be handled by the port per unit of time, at increasing revenue collection for the port authorities and the government, and at achieving economic growth and development in the Lebanese economy. In order to achieve those objectives, the port has to gain efficiency. By reforming its administration and its institutional set-up, and by giving licenses to more private companies to operate at the port of Beirut, the port would gain efficiency; and thereby would channel funds to the private sector. If the port of Beirut's authorities succeed in implementing the recommendations included in this thesis, the port would be able to compete with other ports in the region and would have contributed to the development of the Lebanese economy.
