The Governor's Office of Community Services was established during the first term of Michael Dukakis (1975-1979) to coordinate public relations programs and outreach to Massachusetts communities. Programs under this office have included a series of regional town meetings in which the governor addressed concerns of constituents prior to his run for reelection; appearances on a radio talk show (1977-1978); and a telephone tally system: Point of View, created to determine the volume of citizens utilizing the office and to categorize their concerns. These administrative files were created during the implementation of these programs.
