  • "This report is a case study of experiences with the sector-wide approach for health development in Cambodia, an extremely poor country which has recently moved from assistance in the form of emergency relief to assistance aimed at promoting overall development. A coalition of donors is now working with the ministry to consider transition from the current project-dominated approach towards a system of sector-wide planning, budgeting, and management. Specific problems identified include the many donors interested in maintaining a project-based approach, high levels of corruption, the difficulty of involving provincial health and finance officials, and the lack of engagement of the private sector, including pharmacies."
