  • "Transnational criminal organizations (TCOs) are not untouchable. The blows against TCOs around the world are significant feats; they are the result of collaborative efforts among nations committed to securing their homelands. Yet, the undertaking is not complete: The brutality of criminal networks continues to spill over borders, and violence looms large. Nowadays, being versed in the dangers of organized crime is not enough to defeat it. The only option is to take action, collective action, to safeguard our countries and our people. The 2011 U.S. Strategy to Combat Transnational Organized Crime (TOC) states that it is possible to constrain, shrink, disrupt and dismantle criminal and insurgent groups, but TOC is a global problem that requires a global response. Because they operate in decentralized, constantly changing networks, no one nation or organization can successfully counter transnational criminal organizations; it requires collaborative efforts among all affected countries. This special edition as a tribute to partnerships among North American, Caribbean, Central and South American countries; to our joint strides against transnational organized crime; and as a tool to emphasize the urgency of fortifying our strategic associations to confront the threat in its different forms, from drug and human trafficking to cash and arms smuggling, from money laundering to black market operations, from cyber crime to sophisticated frauds, from kidnappings to atrocious killings and murder for hire."
