Reading: what can be measured?

There are two major themes in this manuscript. The first is that those who use reading tests often fail to consider why they are testing before they begin to ask what should be tested and how to test. The second theme is the need for improved selection and interpretation of reading tests. This text is addressed to those who direct reading programs at various levels: state, district, and individual schools.
