Issues discussed include a background review of collective negotiation between teachers' associations and other elements of the school system, competitive aspects of the nea and aft programs, the need for long-range curriculum planning and implementation rather than short-range focus on particular issues, changing role definitions of leaders in the negotiation process, clarification of procedures for teacher evaluation, and the extension of collective negotiation in education beyond the single school system to the larger regional models of state and nation. This document is available from the association for supervision and curriculum development, national education association, 1201 sixteenth street, N.W., washington, D.C. 20036, for $1.00. (jk).
