Adding holdings information to CIP records before book receipt

Some libraries attach (set) holdings information to the bibliographic records in the OCLC Online Union Catalog during the acquisition workflow, prior to the receipt of the physical piece. While the rationale for doing so may make economic sense, such holdings data misinforms users. The issue is database quality, although the holdings information self-corrects when libraries receive a copy of the book. This study estimates the prevalence of this practice among OCLC members with respect to Cataloging-in-Publication (CIP) records. Libraries were contacted to obtain work history for 186 randomly selected CIP titles. Findings are based on data of 66% of the sampled titles. About 17% of the libraries had set holdings symbols to CIP records in the OCLC database before they received a copy of the book. Nearly 60% of the libraries ordered the CIP books by specific titles.
