It is crucial that public libraries respond to the challenge that these changes introduce so that they can continue to provide services of relevance to their users' needs. These issues were recognised by the Public Library Review commissioned by the Department of National Heritage. The Library and Information Commission has been considering how it might advise Government in this area and is commissioning several studies. This report has been prepared by UKOLN at the request of the Library and Information Commission. It is based on a survey of UK public library authorities carried out in late November 1995.
