- "In summer 2004, Bruce Power approached the province with a financial proposition to refurbish and restart Units 1 and 2 of Bruce A, which, once refurbished and operational, could meet about 7% of Ontario's energy needs. The proposition also gave the province an alternative to OPG refurbishment projects, in which electricity ratepayers directly assume the risks associated with refurbishment. After the Refurbishment Agreement was signed, the Minister of Energy announced she would be requesting, under the provision of section 17 of the Auditor General Act, that the Office of the Auditor General review any and all aspects of the transaction. The primary focus of this review is to assess whether the province's processes were sufficient to ensure all significant risks and issues were properly considered and addressed and that complete and objective information was available to the decision-makers who were responsible for ensuring the agreement represented good value for Ontario taxpayers."
