"Les gardiens de prison jouissent de pouvoirs exceptionnels pour gérer la vie des détenus dont ils ont la garde, avec notamment le droit de recourir à la force physique. Cependant, ils sont tenus de faire respecter leur autorité avec humanité et en toute légalité. Recourir à plus de force qu'il n'en faut pour maîtriser un détenu, utiliser la force dans l'intention de blesser, ou continuer d'exercer une force quand le besoin de le faire a disparu, est jugé excessif et déraisonnable. Ce sont là des actes d'agression qui peuvent mener à des sanctions disciplinaires au travail, et même à des accusations criminelles. Depuis de nombreuses années, mon Bureau reçoit des plaintes à propos du recours à une force excessive et déraisonnable par le personnel des services correctionnels contre des détenus. En 1998, l'un de mes prédécesseurs a fait une enquête sur la question, à la suite de laquelle le Ministère, alors appelé 11 "La loi du silence" Juin 2013 ministère des Services correctionnels, a entrepris d'apporter des changements à ses politiques et rocédures."
