A cost analysis model for programs in French as a second language

This cost analysis model was developed for use in examining the costs of programs teaching French as a second language. Its main aim is to understand how costs are incurred, but it can be used to figure actual costs that can be used in a cost benefit analysis. The model was developed using data from two Canadian school boards that offer a variety of French programs to their students. The model recognizes that costs depend on program content, allocation of student time, pedagogical methods, delivery of content, organization of pupils, staff assignment, instructional materials, transportation, buildings and plant operation, individual support, and resource services. An emphasis is placed on the cost arising from class size, teacher salaries, busing, and curriculum materials and supplies. Class size is important because many costs--the teacher, classroom, and much curriculum material--are incurred on a per class basis. The smaller the class, the larger are per pupil costs. Because teachers' salaries are the major item on the school budget, the model includes a technique for studying the utilization of teacher time. (Author/JM).
