Systems Problems in the City

The report discusses the city as a system -- as a social system driven by economic and ideological forces. The necessity is pointed out of learning to interact with city officials on their terms -- as members of a political system which has limited freedom, and small capacity to manage innovation. And planners must develop new institutional bases for conducting this work. That is a large task, and it appears to be a long one. But it is a challenge, the author holds, to which the members of these two societies have much to give.
