The trilateral bond : mapping a new era for Latin America, the United States, and Europe

This report should be food for thought for policymakers in the United States, Europe, and Latin America seeking a new vision for a transatlantic partnership. Without a doubt, these three geographic regions share common interests, concerns, and aspirations. Given increased instability in other regions around the globe, the Task Force concluded that the time has come to build upon these similarities in order to forge a vibrant trilateral partnership that embraces Latin America as an equal partner. It is only through such an enhanced trilateral relationship that the inherent potential of the greater transatlantic community can be realized and global instability elsewhere mitigated. The report that follows provides a blueprint for policymakers to follow in tackling this promising, albeit complex, endeavor. Task Force members rightfully focused on the key pillars of a trilateral partnership that will be enduring and yet nimble enough to respond to changing global dynamics. These pillars include the development of a competitive trilateral transatlantic marketplace with minimal market distortions, human capital developed to its full potential, collaboration in the development and use of natural resources, enhanced cooperation and intelligence-sharing related to transnational crime and citizen security, and the development of the institutional infrastructure necessary to sustain the continuity of the trilateral partnership.
