Laws governing worker contracts and labor union activity largely continue to reflect economic and political bargains struck nearly a century before. In Continuity Despite Change, Matthew Carnes develops an explanation for these remarkably persistent labor law regimes, as well as for the considerable variation among them. Employing both cross-national statistical evidence from the eighteen major Latin American economies, and historical accounts of labor law development and reform in Chile, Peru, and Argentina, he describes how two factors -- the distribution of workers' skills and the organizational capacity of labor -- have shaped and constrained legal developments.
