Observing political change in Venezuela, the Bolivarian Constitution and 2000 elections final report

Discusses the political climate in Venezuela and the Carter Center's mission to monitor the constitutional referendum of 1999 and the 2000 elections. The recommendations of the report are: a) extensive national simulations, open to the parties and observers, of the automated system; b) pre- and post-hoc audits of the system and electoral registry as a routine part of the electoral process; c) extensive consultation in the selection of the CNE directors to ensure wide confidence in their neutrality and capacity; and d) timely resolution of appeals.
