Andean Regional initiative (ARI) FY2002 assistance for Colombia and neighbors

In April and May 2001, the Bush Administration proposed $882.29 million in FY2002 economic and counter-narcotics assistance, as well as extension of trade preferences and other measures, for Colombia and regional neighbors in an initiative called the "Andean Regional Initiative" (ARI). Critics of the Andean Regional Initiative argue that it is a continuation of what they regard as the misguided approach of Plan Colombia assistance approved in 2000, with an overemphasis on military and counter-drug assistance, and with inadequate support for human rights and the peace process in Colombia. Supporters argue that it continues needed assistance to Colombia, while providing more support for regional neighbors and social and economic programs. This report summarizes legislative activities on Andean regional initiative issues.

  • "Congress is considering President Bush's requests for new funding and additional authority to provide assistance to Colombia and six regional neighbors in a continuation of the Andean Regional Initiative launched in 2001. The Colombia request, which included a request for authority to support military action against illegal armed groups in Colombia, has proven highly controversial. On February 4, 2002, President Bush submitted a FY2003 budget request that would provide $979.8 million for the Andean Regional Initiative (ARI), with $731 million in counternarcotics assistance under the Andean Counterdrug Initiative (ACI).
