A brief overview of theory of the electromagnetic properties of soils is presented, followed byan equally brief review of existing technologies for the detection of buried objects using electromagnetics. Suggested methods are then presented for realizing adequate target and soil standards and for testing procedures for buried object detectors that use these standards. Suggested instrumentation methodologies for verifying (calibrating) the target and soil standards are also presented along with an appendix containing reprints of selected relevant papers and extensive bibliography.
