Visitor General Jose De Galvez devised an entirely new administrative plan for the northern fringe of New Spain including Coahuila, Texas, New Mexico, Nueva Vizcaya, Sinaloa, Sonora, and the Californias (together the "Provincias Internas") to be managed by a Comandante General, virtually independent of the viceroy and directly responsible to the king.-bib note p. ix.
