Accounting for the true cost of the Canada Pension Plan

In the recent debate over an expanded Canada Pension Plan (CPP), its low cost was offered as one of the main benefits for larger government-managed pensions. This paper attempts to identify all the costs of both administering the CPP and managing itsassets and suggests one possible way to bring this information together.
