"Das Rehabilitationsrecht hat für die sozialrechtliche und betriebliche Praxis wie auch für das Gesundheitswesen eine wichtige Bedeutung: Renten und Krankengeld, nachhaltige Arbeitsunfähigkeit und Ausgliederung aus dem Arbeitsleben, dauerhafte Krankheit und Pflegebedürftigkeit sollen durch Rehabilitation vermieden werden. Der Gesetzgeber hat es jedoch versäumt, das gesamte Rechtsgebiet der Rehabilitation im SGB IX zusammenzufassen. Wesentliche Leistungstatbestände sind immer noch auf einzelne Spezialgesetze verteilt. Ungeachtet dessen kommt dem SGB IX ein entscheidende Funktion zu: Es vernetzt."
