A naive and virtuous young seaman, Billy Budd, is persecuted malevolently by his master-at-arms, Claggart. Unjustly accused of mutiny, Billy accidentally strikes Claggart dead and the tormented Captain Vere has no option but to hang him.

- "L'action se déroule, en 1797, à bord d'un vaisseau de la Royal Navy, l'Indomptable. Le capitaine de l'Indomptable, Edward F. Vere, raconte l'intrigue comme une série de réminiscences. Un jeune navigateur, Billy Budd, décide de s'enrôler dans la marine. Il est bientôt en proie aux tracasseries du maître d'armes Claggart qui le pousse à se mutiner. Claggart accuse ensuite Billy de trahison et le dénonce au capitaine Vere. Paralysé par son bégaiement, Billy, furieux, se jette sur Claggart et, malencontreusement, le tue. Vere n'ignore pas la bonne foi de Billy mais ne parvient pas à le sauver de la condamnation à mort. Billy est donc pendu devant tout l'équipage. L'opéra ne comporte aucun rôle féminin."
