In order to prepare, the country must end the present Republican policy of "no new starts"; it must develop natural resources, make effective use of forestry resources, and produce power from rivers. All of these tasks require action, planning, and a cooperative effort by the Western states' people with the government in Washington. The system for financing new projects must be revamped, and new power resources developed.
