The CTA initiative was introduced based on the evidence that long-tenured workers who lose their job experience important earnings losses that are persistent over time and significantly higher than those of unemployed low-tenured workers. The purpose of the CTA initiative was to provide this additional support to EI claimants who met the definition of long-tenured workers to encourage them to pursue training. This evaluation report summarizes the findings for each evaluation question, draws conclusions and makes recommendations.--Includes text from document."
