"State governments today are being confronted with new responsibilities that require innovative approaches to better serve the people they represent. This study of relationships between state governments and the academic community in a 14-state region of the South provides clear descriptions of the needs of state governments and delineates the capabilities and limitations of the academic community in meeting those specific needs. The report identifies the obstacles to overcome and recommends specific steps that can be taken to achieve more productive working relationships. Recommendations include: (1) Establishment of a coordinating council (in states where appropriate) to serve as a facilitator and harmonizer in improving working relationships between state government and the academic community; (2) reassessment by state agencies of ways they can draw effectively on the specialized resources of the state's institutions of higher education; (3) establishment of separate line items in the budgets of appropriate state agencies to help alleviate the difficulty of financing public service activities; (4) establishment of public service positions in central boards of higher education (where appropriate) to encourage member institutions to provide services to state government.
