  • "The military health care system has changed significantly during the past decade, in part due to reductions in medical personnel and facility downsizing. The establishment of TRICARE, the Defense Department's national managed care program, was fueled by increasing costs and concerns about access to military hospitals. But TRICARE has brought its own continuing concerns; in response, members of Congress, beneficiary groups, and others have proposed measures to address military health care issues. One proposal is to extend to some beneficiaries coverage under the Federal Employees Health Benefits Program (FEHBP), an insurance program that offers a wide range of health plans to federal employees. Nine bills introduced in the 105th Congress propose authorization of FEHBP for military beneficiaries. This report reviews the bills and compares them in terms of who would be covered, how much it would cost DOD and beneficiaries, and how military readiness would be affected."
