Mr. Weicker, a UVa Law School alumnus and current governor of Connecticut discusses the health care crisis in the U.S. in economic and social terms. He argues that reductions in federal and state funding to important public programs in health and education over the past decade and political disagreements over how to spend available funds have contributed in large part to an increase in such problems as communicable disease and drug abuse. He stresses that the cornerstone of the nation's health care system should be prevention which can be implemented in ways including: better health education for children in school and at home, a greater government commitment to biomedical research, more aid for drug counselling and drug addicts, and a willingness on the part of more Americans to speak out on behalf of health policy.
