Alternative futures for environmental policy planning, 1975-2000 [final report]

This report explores a range of alternative futures covering the next 25 years (1975-2000). These concentrate on the United States, but place this nation's future experience in a world context. It is believed that by exploring the uncertainty of the near future and placing boundaries on it, environmental policy planners will be provided with an important tool for anticipating issues and gauging the utility of policies designed to meet them. The approach to the construction of alternative futures entails the projection of certain key trends over the next 25 years and estimating the social, economic, and political consequences of a varying combination of their impacts. This report contains the scenarios of the alternative futures, the policy conclusions drawn therefrom, and recommendations for the continuing use of the alternative futures method in the Environmental Protection Agency planning process.
