Nuclear proliferation : will the Soviet Union's collapse spawn a new arms race?

Almost 30 years ago, in the midst of the U.S.-Soviet arms race, President John F. Kennedy warned of the danger of nuclear proliferation. Ironically, now that the Cold War is over, the prospect has become a reality. The collapse of the Soviet Union may have calmed fears of a nuclear Armageddon, but it has aroused new concerns about the spread of nuclear weapons. More than a dozen nations either have or are feverishly trying to develop nuclear arsenals, including Third World nations riven by religious and territorial disputes. If the world fails to contain the spread of nuclear-weapons technology, the balance of power that kept relative peace during the four decades of the Cold War may be displaced by a balance of terror.
