  • "This book describes the intelligence activities of the New York City Police Department's Bureau of Special Services (BOSSI) during the 1950's and 1960's. A former captain in BOSSI describes what he terms the most effective police intelligence operation in the country during the 1950's and 1960's. Perhaps even more important, this unit was never successfully accused of violating the law in the process of an investigation. This organization was used not only in subversion and terrorism investigations, but also in labor strikes and in the protection of public officials against assassination and injury. Included among the cases described are a bazooka attack on the United Nations, the assassination of Malcolm X, and the disappearance of a Columbia University professor whose presumed murder led to international accusations and counter-accusations. Not only is the author critical of the ineffective investigative work recently witnessed in attempts to assassinate President Ford, to bomb Fraunce's tavern, and to apprehend Patricia Hearst and other members of the Symbionese Liberation Army, but he is also concerned with national efforts to reorganize investigative operations of the police. He evaluates recent legislative proposals to restructure intelligence activities and indicates some of the new legislation which may enhance, not encumber, investigative agencies mandated to prevent terrorism, assassination, and injury while maintaining public peace and democratic freedoms. For law enforcement professionals, this book is a guide for the establishment and administration of an intelligence unit and the legal procedures for its operation. The author details the ways in which personnel are recruited and trained, the responsibilities of each administrator within the unit, and specifically states the legal (and sometimes moral) limitations of the unit's activities."
