Adoption agencies traditionally have placed children with adoptive parents of the same race, religion or ethnic group. But as the supply of healthy white infants has dwindled, and the number of black children has surged, adoption experts have begun questioning efforts to mimic biological families. Without the use of interracial adoption, they say, there is little hope of finding enough permanent homes for the thousands of black children now waiting years in the foster-care system. But some black leaders contend that black children will lose their cultural heritage and sense of identity if raised by white parents.
