The purpose of these guidelines is to provide for the proper environmental management of composting facilities in Nova Scotia, and to provide guidance as to the requirements to obtain an approval to construct and operate a composting facility. The guidelines cover leaf and yard waste facilities processing under 10,000 tonnes of feedstock per year, in-vessel composting facilities, and open windrow facilities. Provisions of the guidelines relate to such matters as applicability of the guidelines, applications for approvals, facility design and construction, leachate management, surface water and groundwater management, odour control, separation distances from other buildings, facility operation and maintenance, contingency plans, reporting and record keeping, compost classification and use, and definitions of terms. The appendix includes an outline of a typical surface and groundwater monitoring program.
