This report examines the expectations of federal and state policymakers regarding new forms of student assessment and their judgments about the feasibility of assessment-based reforms. In interviewing 34 national and state policymakers, the study reveals the varying, and sometimes conflicting, expectations that policymakers have about what student assessment can accomplish.
