Mission to Haiti #3 : elections for Parliament and municipalities : June 23-26, 1995
On June 25, 1995, Haiti held municipal and Parliamentary elections. The most serious problem of election day was the count. However, these irregularities did not appear to be part of a coordinated effort, and it is probably more accurate to state that Haiti's biggest problem was that no one seemed to be in control. In judging the election, one point of reference should be Haiti's history of 200 years of repression and dictatorship. This election represents a step out of Haiti's past, though whether it is a step forward or sideways remains to be seen.
