"Given the centrality of technology to development, and the necessity of technology acquisition by developing countries as a means of furthering development, it is desirable that such countries should be able to benefit from the generation, transfer and diffusion of the best available technology. The fact that most of the world's advanced technology is generated privately by transnational corporations (TNCs), whose principal research and development (R & D) activity is located in developed countries, creates an asymmetry between technology possession and the location of technological need. The result is a gap between the technology developed and owned by firms in developed countries and that which can be obtained and utilized by developing countries. This reality has generated numerous policy responses. In particular, policies for the encouragement of technology transfer have evolved over the years and have been the subject of provisions in IIAs. This paper places such policies in a wider context.--Introduction."
