Decolonisation and the Kenya Highlands European settler community
European agricultural settlers were attracted to the Kenya Highlands during the colonial period. The settlers occupied an extensive region of around 7,600,000 acres, which was closed to African or Asian settlement. In 1954, during the Mau Mau Emergency, the British Colonial Secretary, Oliver Lyttleton, imposed a multi-racial constitution in Kenya, which introduced elected African representatives to the legislature. The multi-racial constitution was soon superseded by the Macleod Constitution, which put Kenya on track towards majority rule. Independence was achieved in December 1963. During the pre-independence period the European settlers came under threat, due to increasing African pressure for European held land. The pressure could well have developed into widespread violence, as is reflected in the fact that the British Government drew up provisional plans for evacuating British citizens from Kenya.
