The influence of President Franklin D. Roosevelt on the development of the American occupation policy, 1941 to 1945, is traced. The study shows that despite the basic controversy between the civilian and military authorities, a remarkable amount of coordination and consideration was shown on the part of all concerned when meeting the politico-military problems of the war.
