"Examines the sense of powerlessness that was felt by many black communities during the third decade of the civil rights movement. The destruction of Miami's Overtown neighborhood due to urban renewal and economic forces set the stage for one of the worst riots in a decade. In Chicago, mayor Jane Byrne moved into the Cabrini Green housing project long enough to gain publicity, but the action was temporary and many blacks felt little had really changed. Later, following a grass-roots effort, Chicago elected its first black mayor, Harold Washington."
