Set in fictional Raukura, Will Bastion returns home for his first visit in 18 years, just in time to bury his father and to take on the role of chief of his people, the Ngati Kaipuku. Will is initially reluctant to take on the leadership responsibilities. His uncertainty is exploited by his firebrand brother, Kahu, who heads a gang determined to make the Ngati Kaipuku completely independent of the Pakeha, supported by income from the marijuana they grow in the hills around Raukura. Kahu directly challenges Will's right to be chief, unleashing a sequence of events that will change the Ngati Kapuku's destiny forever.
