"Von Finanzmärkten wird gefordert, daß Informationen effizient, d.h. vollständig und kor rekt verarbeitet werden und sich dies in den Marktpreisen niederschlägt. Da viele, empi risch nachweisbare Phänomene existieren, die mit Informationseffizienz nicht zu vereinba ren sind, stellt sich die grundlegende Frage, auf welche Art und Weise Informationen in Preise eingehen, um so die Entstehung von Abweichungen zu erklären. Falls dieser Prozeß nachvollziehbar wäre, könnten zum einen optimale Handelssysteme entworfen und zum anderen die Regulierung der Finanzmärkte effizienter gestaltet werden. Das Hauptproblem besteht nun darin, daß an den existierenden Finanzmärkten keine vollständige Kenntnis der relevanten Informationen gegeben ist, so daß sich weder Fehlbe wertungen und der Einfluß bestimmter Informationen noch das Verbot des Insiderhandels empirisch hinreichend analysieren lassen. Stattdessen müssen Annahmen über den Zusam menhang zwischen den beobachtbaren und den tatsächlich relevanten Größen getroffen werden, so daß stets nur verbundene Hypothesen getestet werden können. Auch die theo retische Analyse der Frage, wie Informationen tatsächlich in die Preise gelangen, erfordert vielfältige und gravierende Annahmen bezüglich der Gestaltung des Finanzmarktes und bezüglich des Verhaltens der Akteure, so daß auch auf diese Weise eine eindeutige Klärung der Frage, wie Informationen in die Preise gelangen, derzeit nicht möglich ist."
