Federal Revenue Sharing: Variations on the Theme 'Inner City Blues'
The nation is in the midst of a period of many policy changes. What these policies are aimed at and how they will affect the American people in the long run will be subjects for speculation for some time to come. The purpose of this paper is to examine one area of a new policy--redistribution to local governments of federal funds, called revenue sharing--and to speculate on the impacts of its implementation on a specific segment of the population--the Black community.
