DOD's compensation package is a mix of cash and noncash benefits. However, in 2005, we reported that DOD's mix of compensation (i.e., the ratio of cash to noncash to deferred benefits) was highly inefficient for meeting near-term recruiting and retention needs. We further reported that cash pay in the present is generally accepted as a far more efficient tool than future cash or benefits for recruiting and retention.
