In May 1914, two couriers died in a watery grave taking with them the only copies of the the top-secret North American Treaty that gives Canada to the United States. No record of it exists. But in 1989 an international crisis prompts research that uncovers the treaty's existence. Dirk Pitt gets the call to rescue the document, a treaty between the United States and Britain.
