Progress report on maintenance and operations personnel

This Circular is a progress report showing maintenance and operations personnel job titles, the monthly salaries of highway personnel for 1995, and policies affecting maintenance personnel as of July 1995. The report is the 49th in a series which began in 1944. As with last year's report, the year 1977 is used as the base year for the comparison of salaries. For comparative purposes, portions of the report have been broken down into four regions as follows: North Atlantic States; Southeastern States; Mississippi Valley States; and Western States. The monthly salary statistics for this report indicate small changes in 1977-1995 and 1994-1995 percentages. The changes for 1994 to 1995 ranged from -2.8% to +8.0%. Due to the wide variety of policies listed by the various states, no attempt has been made to synthesize them into a generic policy. The responses to policy questions are simply summarized.

  • "This report was prepared by the TRB Committee on Maintenance and Operations Personnel with the cooperation of the AASHTO Subcommittee on Maintenance. This report is the 40th in a series which began in 1944 and it retains its original format. This year, two major changes were instituted in the Monthly Salaries of Highway Personnel section of the report. In prior reports, the minimum, maximum and average salaries were denoted for each position listed. It was felt that the average salary statistic did not have any meaningful importance, and it was therefore eliminated. The second change is the elimination of the base year of 1944 in the comparison of salaries. The new base year is 1977. Personnel policies are covered, and definitions are given of maintenance and operations personnel titles. The maintenance and traffic operations personnel titles used by State Highway Departments are listed. The membership of the Joint TRB-AASHTO Project Committee on Maintenance and Operations Personnel (Committee A3C03) is included."

  • "This report was prepared by the Transportation Research Board Committee on Maintenance and Operations Personnel with the cooperation of AASHTO Subcommittee on Maintenance. This report is the 41st in a series which began in 1944. The general format of the report has been retained since its inception in 1944. The Policy Questionnaire has been revised from time to time to keep it current with changing trends. Starting with last year's report, the Committee decided to use 1977 as the base year for comparison of salaries. The advantage of using 1977 as the base year is that it coincides with the base period adopted for the Federal Government General Purpose Statistical Index Numbers. The 1977 base index insures a reasonable approximation of the current structures of the economy and facilitates a visual comparison of wage rates of change from a base period of less than 10 years. It should be noted that responses to this year's questionnaire were submitted by all 50 states."@en
