Canada's sweetheart the saga of Hal C. Banks

Based on eye-witness accounts and courtroom testimony, this docu-drama recalls the turbulent years in the Canadian shipping industry from 1949 to 1962 when Hal C. Banks, a convicted felon and union strongarm, was recruited from the United States to break up the communist-controlled unions and to replace them with a Canadian chapter of the Seafarers' International Union. His control ended in 1962 when a small group of seaman challenged his authority and the government appointed the Norris Commission to investigate Bank's activities.
