Performance-Related Specifications (PRS) are the latest step in the continuing quest to improve the quality of the Nation's roadways. The research that has been performed to develop PRS provides a solid foundation of data to address the following two issues: (1) how you measure quality and (2) how you reward quality work. This booklet defines PRS, discusses PRS models, presents a gradual approach for adopting PRS, and describes the two PRS implementation levels.
