The emergent global information policy regime

There is a struggle over governance of the global information network among nations and inter-national organizations, multinational corporations, elites and civil society. The outcome will determine how we communicate, the extent of civil liberties, the profitability of e-commerce, and the richness of our cultures. The questions to be decided reach deep: How should property rights be structured? What is the role of nations in a global environment? How can decision- making about a shared global infrastructure be democratic? How have technologies affected policy-making and implementation? And to what extent is knowledge really power? Information policy is the forerunner for the development of global governance mechanisms, setting a precedent for what is likely to happen with other issue areas in the future.
