This book is a collection of ... essays [the author has] written about international affairs in the past decade. [The] earlier essays dealt largely with the universe of the cold war; many of the recent ones try to make sense of the complicated international system that has replaced it. They pay particular attention to the issues of nationalism and intervention in the domestic affairs of states ... These essays try to make sense of an international system in which forces contained or repressed during the cold war are asserting (or, like nationalism, reasserting) themselves. It is also a system in which, long after decolonization, the failure of the colonizers to prepare adequate state institutions for the peoples they had dominated, and the failure of many of the leaders of the newly emancipated peoples to build such structures, have led to violence and disintegration.-Pref.
