  • ""The question of airpower's role in a theater campaign is hotly debated among the services and their supporters. This study then seeks to answer the question, to what extent can airpower function as a maneuver force in a theater campaign? The U.S. Air Force suggests that airpower is a maneuver force and implies that the evidence of 1991 Persian Gulf War validates this claim. Critics of this argument claim that the conditions of the Gulf War were so unique that they make any analysis of airpower's potential to be a maneuver force irrelevant. Therefore, this study takes a broad historical approach to the issue. It begins by examining warfare from ancient Greece to the American Civil War in order to determine the essential functions of a maneuver force. It then examines three air operations in reverse chronological order: Airpower employment in the 1973 Arab-Israeli War; the use of airpower in conjunction with South Vietnamese ground forces to frustrate the Communist Easter Offensive of 1972; and finally, operations against the Wehrmacht during the 1944 Normandy campaign. This study's evidence suggests that airpower can function as a maneuver force and therefore should be tasked as such. If airpower is a maneuver force, it can greatly enhance the joint theater campaign both independently and in cooperation with other maneuver forces.""
